Minister for Integration, John Curran, T.D., announces the publication of “Issues and Challenges in the Recruitment and Selection of Immigrant Workers in Ireland

Minister for Integration, John Curran T.D., today welcomed the publication of the research report entitled “Issues and Challenges in the Recruitment and Selection of Immigrant Workers in Ireland”. The report, which was part funded by the Office of the Minister for Integration, takes into account the experiences of job seekers from a range of minority ethnic groups, examines their experiences of seeking employment in Ireland and identifies particular challenges/barriers that they have encountered. The focus of the research was specifically on Eastern European, Asian/Chinese and African groups living in Ireland.
The research was commissioned by the Public Appointments Service Employers’ Diversity Network. The Network which comprises a range of public and private sector employers including An Garda Síochána, the HSE, Dublin Bus and Hertz Ireland, was formed in 2007 to facilitate the sharing of information on best practice in diversity, with a particular emphasis on the development of diversity friendly recruitment and selection systems.

The research which was undertaken by the WRC, Social and Economic Consultants, highlights the significant barriers facing immigrant job seekers in Ireland and identifies the need for employers to be more aware and proactive in ensuring equality of opportunity particularly in the current labour market.

The Minister stated “It is important that despite the economic downturn we acknowledge that our economy will continue to attract non–Irish national workers. The successful integration of migrants into Irish Society is a key priority of the Government. Labour market participation is a key factor in this successful integration.”

The research report published today identified some of the key obstacles that immigrants reported in trying to secure employment such as a lack of information in relation to the job search process, a perceived preference amongst employers for Irish experience and references and difficulties in demonstrating equivalence of qualifications. The report also highlighted the different views that immigrant job seekers and employers often had in relation to the selection process and the extent to which it was open and fair.

The report provides a useful insight and advice for employers seeking to ensure that their recruitment processes are fair and immigrant friendly.

The Minister added “This research will complement other work which has also been funded by my Office such as the “Action Strategy for Integrated Workplaces” and the Irish Management Institute (IMI) BIZLAB on Cultural Diversity and the BIZLAB Toolkit which provides very practical guidance on the management of cultural diversity in Ireland’s workplaces.”

D'fháiltigh an tAire Lánpháirtíochta, Seán Ó Corráin T.D., inniu roimh fhoilsiú na tuarascála taighde dar teideal "Saincheisteanna agus Dúshláin in Earcú agus Roghnú Oibrithe Inimirceacha in Éirinn". Déanann an tuarascáil, a pháirtmhaoinigh Oifig an Aire Lánpháirtíochta, taithí chuardaitheoirí post ó réimse grúpaí eitneacha mionlach a chur i gcuntas, scrúdaíonn a dtaithí ó thaobh bheith ag lorg fostaíochta in Éirinn de agus sainaithníonn dúshláin/baic áirithe a tháinig rompu. Bhí fócas an taighde ar ghrúpaí Oir-Eorpacha, Áiseacha/Síneacha agus Afracacha, go sonrach, a bhfuil cónaí orthu in Éirinn.

Rinne Líonra Éagsúlachta na bhFostóirí de chuid na Seirbhíse um Cheapacháin Phoiblí an taighde a choimisiúnú. Cuimsíonn an Líonra réimse fostóirí ón earnáil phoiblí agus phríobháideach, ar a n-áirítear an Garda Síochána, Feidhmeannacht na Seirbhíse Sláinte, Bus Átha Cliath agus Hertz Éireann. Bunaíodh é i 2007 chun a urasú eolas ar an dea-chleachtas san éagsúlacht a roinnt, le béim ar leith ar chórais earcaíochta agus roghnaithe a bheadh báúil leis an éagsúlacht a fhorbairt.

Is é an WRC, Sainchomhairleoirí Sóisialacha agus Eacnamaíocha, a rinne an taighde. Dírítear aird ann ar na baic shuntasacha atá roimh chuardaitheoirí post ar inimircigh iad in Éirinn agus sainaithnítear ann an gá go mbeadh fostóirí níos mó ar an eolas agus níos réamhghníomhaí chun comhionannas deiseanna a áirithiú, go háirithe sa mhargadh saothair reatha.

Dúirt an tAire: "Tá sé tábhachtach, d'ainneoin an lag trá eacnamaíochta, go n-aithneoimis agus go n-admhóimis go leanfaidh ár ngeilleagar air ag mealladh oibrithe nach náisiúnaigh Éireannacha iad. Mórthosaíocht ag an Rialtas is ea imircigh a lánpháirtiú go rathúil isteach i sochaí na hÉireann. Mórfhachtóir sa lánpháirtíocht rathúil sin is ea páirtiú sa mhargadh saothair."

Sainaithnítear sa tuarascáil taighde a foilsíodh inniu roinnt de na mórbhaic a thuairiscigh inimircigh agus iad ag iarraidh fostaíocht a fháil. Orthusan bhí easpa eolais i ndáil leis an bpróiseas cuardaigh post, tosaíocht a braitheadh i measc fostóirí do thaithí Éireannach agus do theistiméireachtaí Éireannacha agus deacrachtaí ag léiriú comhionannas cáilíochtaí. Dhírigh an tuarascáil aird chomh maith ar an dearcadh éagsúil a bhí ag cuardaitheoirí post ar inimircigh iad agus ag fostóirí go minic i ndáil leis an bpróiseas roghnaithe agus a mhéid a bhí sé oscailte cothrom.

Tugann an tuarascáil léargas agus comhairle úsáideach d'fhostóirí agus iad ag iarraidh a áirithiú go bhfuil a bpróisis earcaíochta cothrom agus báúil le hinimircigh.
